My recommendations:

Hard Rock lists 35, Ocean 30+, Caesars Palace 27, Stardust 20+ and PlayStar just 11. For anyone who moves between rule sets rather than settling on one table, this is the deepest room in New Jersey. The 99.60% return holds in all four states, but the choice does not: Michigan gets 40 variants, West Virginia 30 and Pennsylvania only 12.
  • Evolution and Playtech Both Supply the Live Floor: 70+ live games come from two suppliers rather than one. Only Hard Rock matches that pairing, and it matters because the two studios bring different table furniture, side bets and game show formats. Live stakes reach $20,000, the highest ceiling in the market alongside Caesars Palace. Our records show both studios in New Jersey, Michigan and Pennsylvania; West Virginia carries no live supplier data at all, so I cannot confirm the same pairing there.

What I don't like:
  • 23 Wheels Against Hard Rock's 28: In New Jersey Hard Rock leads on wheels, and not only on wheels: it fields 115+ table games against this floor's 97, and returns fractionally more at baccarat, video poker and casino poker. Second of six is still a strong position, and blackjack is the category BetRivers takes outright.
  • The Live Floor Trails the Library: 70+ live games against Hard Rock's 75+ is a small gap, but it points the same way as the New Jersey roulette and table-game counts: the market leader is ahead on breadth as well as size.
  • No Studio Location on Record: Caesars Palace tells you its New Jersey tables are dealt from its own room at Tropicana Atlantic City. BetRivers does not say where its tables are dealt in any of its four states, and for a live product that is a reasonable thing for a player to want to know.
My recommendations:
  • Close the Five-Wheel Gap: Bringing roulette up to the blackjack menu's standard would close the clearest gap to the market leader, on a floor that is otherwise within touching distance of it. Five wheels is the whole difference, and the studios supplying the other 23 could add them without a new contract.
  • Name the Live Studio: State where the tables are dealt from in each licensed state. It is the kind of detail that separates a licensed local product from a generic feed, and a player choosing between two live floors will take the one that tells them.
  • Surface the Side-Bet Rules Before the Seat: With 37 blackjack variants live in New Jersey and 40 in Michigan, a player needs the rule differences visible in the lobby rather than after they have joined the table. Doubling, splitting and surrender rules move the house edge more than the 99.60% average suggests, and none of it shows on a game tile.

  • One to Five Years of Self-Exclusion: Daily, weekly and monthly deposit limits sit alongside it, and a five-year option is the meaningful end of the range rather than a token 24-hour cool-off. The record stops there though: no loss limits and no time limits, which leaves three tools where Ocean publishes five. Self-exclusion is administered state by state, so a bar taken in one of the four does not carry to the others.
  • The Operator Tells You How Long Verification Takes: BetRivers publishes a 24 to 48 hour KYC window. Telling a player how long verification takes before they deposit is a small thing that prevents a large share of complaints. Ocean clears in as little as an hour, so this is mid-table rather than fast, but it is on the page.
What I don't like:
  • A $10,000 DGE Fine in December 2024: The Division of Gaming Enforcement penalized Rush Street Interactive's New Jersey licensee for accepting wagers on events whose outcomes were already determined, including 16 bets on a college basketball game that had finished, plus jai alai and PGA events already under way. That was the sportsbook rather than the casino, and New Jersey rather than the other three states, but it is the same group and the same trading controls.
  • No License Issue Date on Record: The operator's record carries the permit numbers but no issue dates, so a player cannot see how long any of the four licenses has been held or when it was last renewed. Ocean is the only operator of the six that publishes one, so the gap is market-wide rather than a BetRivers failing.
  • No Independent Testing Lab Named: There is no eCOGRA, GLI or iTech Labs certificate anywhere on this operator's record. All four of these states set technical standards that require game testing, so it almost certainly happens; BetRivers simply does not show the player any of it, and that is the part that builds trust.
My recommendations:
  • Publish the Lab Certificate: Name the laboratory and link the certificate. It is the cheapest credibility improvement available to this operator, and against a complaint record it would count for more than usual. A document a player can open beats an assurance they have to take on faith.
  • Add the License Issue and Renewal Dates: A permit number without a date is half a disclosure. A player cannot tell whether the authorization is current or a decade old, and the #16-01 format invites exactly that question. All four regulators hold both dates on file already.
  • Report on the 2024 Remediation: Saying publicly what changed in the trading controls after the fine would do more for confidence than saying nothing.
